Monitor Volwasseneneducatie (Adult Education Monitor)

Monitor Volwasseneneducatie (Adult Education Monitor) helps Dutch municipalities and their education partners register, follow and account for adult education in literacy, numeracy and digital skills: from intake to completion, from assessment to reporting, including the data delivery to Statistics Netherlands (CBS). The platform is provided and managed by Qwasp B.V.

Who uses it

  • Municipalities that account for their adult-education budgets under the Dutch Adult and Vocational Education Act (WEB).
  • Referral officers, language centres (Taalhuizen) and libraries that register and refer participants.
  • Education providers that run the courses and report progress.

What it does

  • Registration of participants and courses following the national basic dataset.
  • Assessment with digital level tests for digital skills, reading, writing and numeracy, at the start and at the end of a course.
  • Impact: learning gains and outcomes made visible.
  • Follow-up of each participant’s route from referral to completion.
  • Reporting in dashboards and factsheets, and the data delivery to CBS.

Milestones

  • 2013: Qwasp publishes the research report “Never too old to learn…” (listed in the research portal of the Vrije Universiteit Brussel).
  • 2019: the Monitor Volwasseneneducatie website goes online.
  • Early 2020: the first measurement report is delivered to the municipality of Arnhem.
  • 2021: Statistics Netherlands (CBS) examines in a pilot how data from Qwasp can be delivered to CBS.
  • 2021: 16 of the 24 regions that use a monitoring instrument use the Monitor Volwasseneneducatie (ECBO).
  • October 2022: in a survey of 80 municipalities, 39% name Qwasp as their instrument for monitoring participation and outcomes.
  • 2024: Qwasp B.V. joins the Data Pro Register of SCOPE Europe (last confirmed March 2026).
  • Since 1 January 2025: registration following the national basic dataset, for delivery to CBS.
